Description
This solicitation seeks a competitive Multiple Award Construction Contract structured as an indefinite-delivery/indefinite-quantity contract for sustainment, maintenance, repair, alteration and renovation, minor construction, and related architecture and engineering services at Tinker Air Force Base. Projects may use design-build, progressive design-build, accelerated design-build, construction with limited design, or construction-only delivery methods. The contractor must furnish all required labor, materials, plant, tools, transportation, equipment, testing services, quality control, and incidentals necessary to provide complete, usable end products under individual task orders. The contract has a five-year base ordering period and one five-year option period, for a potential ten-year term. The aggregate maximum contract value for all awarded contracts is $950,000,000, and each awarded contract has a $500 minimum guarantee payable after attendance at a mandatory post-award conference. The acquisition is a partial small-business set-aside: task orders estimated below $10 million may be reserved for the small-business competition pool, while task orders estimated at or above $10 million may be competed among the full-and-open pool. Performance and payment bonds are required when the resulting contract price exceeds $150,000, each at 100% of the original contract price. A bid guarantee is required, but its percentage or dollar amount is not specified. Proposals must be submitted to the address designated in the solicitation by October 28, 2026, at 1:00 p.m. local time.
