Description
This solicitation seeks a competitive Multiple Award Construction Contract (MACC), structured as an Indefinite-Delivery/Indefinite-Quantity contract, for general construction services at Tinker Air Force Base. The scope includes sustainment, maintenance, repair, alteration and renovation, minor construction, and related design services for complex projects requiring multiple construction trades and potentially credentialed engineering professionals. Task orders may use design-build, progressive design-build, accelerated design-build, construction with limited design, or construction-only delivery methods. The contractor must furnish all required labor, materials, transportation, equipment, testing, quality control, and incidentals. The contract has a five-year base ordering period and one five-year option period, for a total potential term of ten years. The aggregate maximum value for all awarded contracts is $950,000,000, with a $500 minimum guaranteed amount for each awarded contract. The acquisition is a partial small-business set-aside: task orders estimated below $10 million may be reserved for the small-business competition pool, while task orders estimated at $10 million or more will generally be competed among the full-and-open pool. Performance and payment bonds are required when the resulting contract price exceeds $150,000, each at 100% of the original contract price. The solicitation also requires a bid guarantee, with the amount to be specified in the solicitation.
