The U.S. General Services Administration's Public Buildings Service is conducting a Request for Information regarding potential multiple-award Indefinite-Delivery Indefinite-Quantity contracts for general construction, design-build, and Construction Manager as Constructor capabilities. The anticipated contracts would support projects throughout the 50 states and U.S. territories, organized into seven geographic zones, and could allow other federal agencies to place task orders directly. Task orders are expected to commonly exceed $20 million, although smaller orders may be issued, and projects above the large-scale construction threshold may require a Project Labor Agreement unless an exception is approved. The contemplated contract structure includes one five-year base period and five one-year option periods, for a potential 10-year period of performance. The agency anticipates approximately 40–50 awards, zone-based competition, on- and off-ramping, and evaluation using self-scoring scorecards addressing technical capabilities, past performance, and experience. This is an RFI only; no contract will be awarded from this notice. Interested firms must complete the GSA PBS Large Construction IDIQ RFI Questionnaire by the stated deadline.
