Description
The State of Missouri, through the Office of Administration’s Division of Purchasing on behalf of the Department of Commerce and Insurance, is soliciting a contractor to operate statewide State Health Insurance Assistance Program (SHIP) services and related MIPPA and Benefit Enrollment Center activities. The contractor must provide unbiased Medicare and health insurance information, counseling, enrollment and appeals assistance, outreach, education, referrals, and support for Medicare beneficiaries, caregivers, older adults, people with disabilities, and low-income populations. The scope includes statewide program management; coordination with community-based partners and other state agencies; recruitment, training, certification, supervision, and quality assurance for at least 200 SHIP counseling volunteers; a statewide toll-free hotline and public-facing website; data tracking and reporting; accessibility-compliant digital content; media and outreach campaigns; grant and performance reporting; and compliance with applicable federal grant, privacy, security, and accessibility requirements. The contract period runs from the effective date through June 30, 2027, with nine additional one-year renewal options. The RFP identifies a current contract, CS171154001, associated with bid RFPS30034901701154, as the predecessor contract being replaced.
