Description
The University of Missouri System seeks a comprehensive, turnkey Decision Support System that integrates medical, pharmacy, dental, vision, disability, encounter, and eligibility data into a secure, analytically ready environment. The system must support evaluation of plan performance, utilization and cost trends, quality, member access, industry benchmarking, strategic benefit decisions, dashboards, risk scores, forecasting, and a rolling five-year historical data repository with archiving. The University serves approximately 50,000 members. The solution must be fully vendor-hosted and operated, web-accessible, secure, and HIPAA-compliant, with implementation capable of reaching production by the University's designated go-live date. Required capabilities include monthly eligibility-file exchange through SFTP, data-quality and reconciliation processes, healthcare coding and reimbursement reference-data maintenance, role-based access controls, encryption and monitoring, business continuity and disaster recovery, data retention and transition support, and integration through Microsoft Entra or Shibboleth/SAML 2.0 where applicable. Optional services include a consumer plan-selection tool and VDSA reporting involving Medicare eligibility matching and CMS data transmission. Respondents must demonstrate at least five years of relevant data-conversion experience, experience with specified health-plan data types, current decision-support services for at least 500,000 covered lives, substantially similar systems for at least three large employers including two with more than 40,000 subscribers and one higher-education institution, and a fully hosted solution. The response requires extensive written answers addressing organizational experience, staffing, product capabilities, reporting, benchmarking, data management, security, implementation, training, support, and measurable client results, along with completed HECVAT and IdP Questionnaire spreadsheets and applicable security documentation.
