Description
The City of Columbia is seeking a qualified contractor to provide real-time closed captioning for regularly scheduled public meetings, occasional press conferences, and similar live events. Regular coverage includes at least two City Council meetings, two Planning and Zoning Commission meetings, one Board of Adjustment meeting, and one Citizens Police Review Board meeting each month, with approximately 200 broadcast hours annually. The contractor must accommodate remote events streamed through platforms such as YouTube or Facebook, connect using the City's authorized VPN client, and provide captioning data over the Internet based on audio supplied by telephone. Services must use NCRA-certified real-time captioners, achieve at least 98% accuracy, provide continuous low-latency synchronized captions, maintain backup staffing, equipment, connectivity, and redundancy, and comply with applicable FCC requirements and industry standards. The contractor must deliver an electronic transcript in Microsoft Word or searchable PDF format within one business day after each event. Addendum 1 confirms that internal standards cannot replace NCRA certification, states that the City is interested in automatic speech recognition as an option, notes that multilingual captioning would be beneficial, identifies Azur CART Captioning as the current vendor, and reports a current hourly rate of $108.00. Proposals are evaluated primarily on cost and on experience, personnel expertise, reliability, and method of performance; the solicitation requests information about organizational experience, relevant past performance, key personnel, subcontractors, licenses or certifications, insurance, pricing, and service-continuity procedures.
