Description
The City of Columbia is seeking a contractor to sell, maintain, operate, manage, and service the external advertising account for its Go COMO transit vehicles. The contractor will negotiate advertiser agreements, obtain City approval, provide artwork and sign-material procedures, install and remove vinyl signs and wraps, maintain advertising displays, inventory placements, and provide reporting and financial statements. Full wraps must leave 50% of passenger and driver sight-line window space uncovered, and buses may not be out of revenue service for more than one working day during wrapping or unwrapping. The contractor must provide a detailed revenue proposal, including a minimum annual guarantee and commission split, and demonstrate relevant advertising-sales and management experience. The response must address management, revenue maximization, marketing, pricing, transition, production, placement, approval, maintenance, communication, reporting, and subcontracting. The solicitation includes a five-year contract period, subject to the effective date, and requires specified insurance, including workers' compensation, $5 million commercial general liability per occurrence, and $2 million business automobile liability per occurrence.
