Description
Henry County seeks a fully operational incinerator for its Animal Care and Control operations. The contractor must remove and properly dispose of the existing unit and furnish, deliver, assemble, install, configure, test, and commission a new unit suitable for processing animal carcasses, condemned evidence, and controlled substances. The existing operation processes more than 180 animal carcasses and approximately 9,000 pounds per month, plus approximately 150 pounds of evidence monthly. The contractor must provide all labor, supervision, equipment, tools, parts, materials, permits, insurance, and incidentals; perform emissions testing and sampling; correct unsatisfactory results; provide manufacturer-approved field training for county personnel; include a biannual maintenance plan; and provide at least a one-year parts-and-labor warranty and a two-year warranty against delaminating and peeling paint. Work must comply with applicable environmental, occupational-safety, and federal, state, and local requirements. The solicitation requires a bid bond of at least 5 percent of the complete bid and, upon award, 100 percent performance and payment bonds.
