Description
The Department of the Air Force is seeking innovative commercial solutions addressing one or both of two areas of interest: on-base refuse disposal and incinerator operation, and off-base refuse disposal services. On-base solutions may include assessment, repair, refurbishment, replacement, or supplementation of an aging incinerator and related facilities, including waste-to-energy, advanced waste processing, recycling, and other sustainable approaches. The government seeks safe, efficient, environmentally compliant operation for at least 10 years, with planning assumptions of approximately 19 tons per day and 5,000 tons per year. Off-base solutions may include refuse collection, transportation, disposal, treatment, incineration, recycling, local partnerships, regulatory compliance, contingency planning, and cost reduction. The solicitation is unrestricted and anticipates a firm-fixed-price contract, subject to funding availability. Step 1 requires a brief white paper; only selected offerors will be invited to submit a Step 2 full proposal, including technical, price, and contractor SOW/PWS volumes.
