Description
The Connecticut Housing Finance Authority is requesting proposals for comprehensive snow and ice management at its office facility. Services include plowing, shoveling, clearing sidewalks, walkways, entrances, exit routes, accessible parking spaces and access aisles, treating icy surfaces, removing or relocating snow on site, and providing follow-up treatments as needed. The contractor must supply appropriately sized and maintained equipment, personnel, deicing materials, supervision, and 24-hour, seven-day response capability. Overnight precipitation and icing during the work week must be cleared by 6:00 a.m., and the contractor must respond within specified timeframes to snowfall, ice events, and additional treatment requests. The anticipated contract term is one year, with options to renew for two additional years. Proposals will be evaluated based on experience and qualifications, snow and ice management approach, staffing and equipment, response capability, fees, and references. The response must include a signed cover letter, pricing proposal, representations and certifications, OPM Form 1, SEEC Form 10, firm information and qualifications, diversity and affirmative-action information, legal and conflict disclosures, and at least three references for similar and substantial services. Bonding is not required. Insurance requirements include commercial general liability, automobile liability, workers’ compensation and employers’ liability, umbrella liability, professional liability, and cyber liability coverage at the stated limits, with the authority named as an additional insured where applicable.
