Description
The U.S. Geological Survey's Oklahoma–Texas Water Science Center requires a small-business laboratory to provide quantitative microplastics analysis for environmental samples from agricultural fields, wastewater treatment plants, surface waters, and Galveston Bay. The work includes sample preparation and isolation, chemical oxidation, single or sequential density separation, size fractionation, optical and fluorescent microscopy, Raman microscopy, particle quantification, polymer identification, quality assurance and quality control, sample archiving, and electronic reporting in Excel and presentation formats. Results are due within 120 days after receipt of each sample. The contractor must directly operate the laboratory facility, equipment, and personnel performing the principal analytical functions; brokers, resellers, pass-through entities, and firms that do not perform the core laboratory work themselves are technically unacceptable. Quotations must address the base period and four option years, identify the performing laboratory, equipment, key personnel, technical approach, QA/QC plan, and at least three references for similar microplastics laboratory services performed within the last three years. The contemplated award is a single firm-fixed-price contract evaluated on technical capability, direct laboratory performance, personnel, QA/QC, relevant experience, past performance, and total price.
