Description
The Department of Veterans Affairs intends to award a firm-fixed-price, sole-source contract to The Maclean Group LLC for 157 line items of Philips physiological patient-monitoring equipment and related software, modules, cables, accessories, and network components. The requirement supports 17 additional surgical intensive-care beds, two operating-room suites, three post-anesthesia care unit beds, and nine perioperative holding rooms. The system must provide seven-day full-disclosure patient-vital-record archiving, 90-day alarm storage, and interfaces with PICIS Critical Care Manager and Draeger Innovian Anesthesia Record Keeping systems. The contractor must provide new equipment, manufacturer documentation, specifications, warranty information, and at least two user and service-manual copies for each medical-equipment model and network hardware device or system. Delivery is required within 45 days after receipt of order, with all items labeled by LIN and item number. The solicitation evaluates technical acceptability, past performance, and price using a lowest-price-technically-acceptable approach; vendors must provide a specifications statement, at least one completed patient-monitoring-system-equipment project, and a completed price schedule. The requirement is restricted to a certified SDVOSB and includes the VA limitation-on-subcontracting certification.
