The University of Oklahoma is seeking bond counsel services to develop and implement financing methods for general, limited, and special obligation bonds; bond anticipation notes; short- and long-term indebtedness; commercial paper; lines of credit; and other debt instruments. Services include analyzing economic feasibility, satisfying conditions precedent to issuance, assisting with offering and disclosure documents, advising on Municipal Securities Rulemaking Board compliance and federal arbitrage regulations, preparing legal opinions, coordinating with the University, financial advisor, and Oklahoma Deputy Treasurer for Debt Management, and preparing bound and electronic debt transcripts. The anticipated financing supports approximately $420 million in projects and reserves: $235 million for new student housing on the Norman campus, $150 million for football stadium renovations, $25 million for a new Norman campus parking garage, and $10 million for a capital reserve. The engagement will be performed on a contingency-fee basis, with fees expressed as dollars rather than a percentage of par value. The selected firm must demonstrate substantial experience with competitive and negotiated sales and knowledge of Oklahoma debt-issuance statutes and rules. Regular meetings are required, and the bond counsel must be able to meet in person within 72 hours' notice.
