Description
The Federal Aviation Administration is conducting a sources-sought market survey for commercial off-the-shelf powered-lift initial and recurrent pilot qualification training for Flight Standards Service and Aircraft Certification pilots. The requirement includes ground school, flight simulation training using at least a Level D simulator, and flight training in an aircraft when applicable. Initial training must prepare pilots to pass an Airline Transport Pilot practical test and obtain an unrestricted type rating; recurrent training must prepare pilots to pass the applicable ATP proficiency check. Differences training and supplementary training hours may also be required. The contractor must provide an approved training program, qualified instructors, training facilities and aids, aircraft or simulators, applicable manuals and course materials, and support for practical tests and proficiency checks. The contractor must also provide annual course materials for FAA validation, comply with specified daily training limits and safety requirements, issue certificates of training, and furnish aircraft-related operating costs. Respondents must submit a capability statement describing their aircraft-specific training, relevant past performance, SAM UEI, years in business, geographic training area, and proposed approach. An SBA 8(a) certification letter is required if applicable.
