Description
Central Contra Costa Transit Authority and Livermore Amador Valley Transit Authority seek a single contractor to provide safe, efficient, and innovative ADA paratransit operations and maintenance. The scope includes County Connection LINK, Wheels Dial-A-Ride, One-Seat Ride, non-emergency medical transportation, Alamo Creek Shuttle, emergency and mutual-aid transportation, special transportation services, reservations, scheduling, dispatch, customer service, fare collection, reporting, safety programs, vehicle maintenance, and service-transition support. The contractor will operate County Connection- and LAVTA-provided vehicles, facilities, equipment, and technology, while maintaining required performance, accessibility, data-security, staffing, training, and regulatory standards. Subcontracting is permitted with approval, but non-emergency medical transportation, Alamo Creek Shuttle service, call center and administrative support, and certain other functions have specific restrictions. Proposals must include a transmittal letter, technical proposal, cost proposal, and Exhibits A through G. The technical proposal is limited to 50 pages, or 150 pages including attachments, and must address qualifications, experience, financial capacity, approach, safety and maintenance programs, technology capabilities, implementation, organization, key personnel, and transition plans. The contract has a three-year base term beginning July 1, 2027, with two additional one-year option terms.
