The City of Atlanta, on behalf of the Atlanta Police Department and Atlanta Fire Rescue Department, intends to procure a secure, cloud-based Background and Recruitment Electronic File Management System. The system will manage approximately 15,000–20,000 police applicants and 500–1,000 fire-rescue applicants annually through a centralized platform supporting lead management, end-to-end applications, candidate self-service, document storage, customizable qualification and recruitment workflows, background investigations, dashboards, reporting, search, scheduling, and SMS communications. The anticipated scope includes system implementation, configuration, testing, possible data migration, user training, reference documentation, security and access-control documentation, and ongoing maintenance and technical support. The procurement is expected to use a two-phase competitive sealed bidding process: a pass/fail qualification and system demonstration followed by an invitation for bid. The anticipated implementation period is 90–180 days after contract execution, with optional 24/7 emergency support available as an add-on.
