Description

The City of Napa is soliciting statements of qualifications from multidisciplinary engineering consulting teams with dam expertise. The selected consultant will perform geotechnical investigations, dam safety and stability analyses under static and seismic conditions, seepage and deformation evaluations, hydraulic and hydrologic modeling, structural and environmental assessments, regulatory coordination, and economic and benefit-cost analyses. The work will support California Division of Safety of Dams requirements, U.S. Army Corps of Engineers feasibility efforts, future environmental review, permitting, design, and construction. The consultant must prepare a geotechnical data report for DSOD by December 31, 2028 and develop alternatives for spillway conveyance, reservoir storage expansion, dam reinforcement, fusegates, labyrinth weirs, gated spillways, and related operational and environmental impacts. The Statement of Qualifications is limited to 35 single-sided pages, with resumes and requested agreement changes submitted as separate appendices; price proposals are not requested during the qualifications phase.
