Description
The City of Bellevue is requesting Statements of Qualifications (SOQs) from qualified firms for Construction Administration Support services for an assortment of capital projects that are funded by the Federal Highway Administration (FHWA) and other United States Department of Transportation (USDOT) agencies. The City plans to award approximately 10 projects over the next 2 to 3 years, all of which will include federal funds. This contract will support the Contract Administration group and is intended to be a single award. A hybrid work environment may be permitted. The selected firm will be responsible for administering federally funded projects in compliance with WSDOT Standard Specifications, the Local Agency Guidelines (LAG) Manual, and Construction Manuals. Expertise in state and federal grant requirements, Microsoft Office Suite, SharePoint, and Build software is anticipated. The firm must have at least 5 years of experience administering public works construction projects in compliance with federal and state grant requirements, and possess knowledge of federal and state laws, rules, and regulations controlling budgetary, fiscal, and contract procedures and documentation. The contract is anticipated to begin in September 2026 and will be for a duration of 2 years, with the option for the City to extend it for additional time and money if necessary. The work will involve maintaining project compliance documentation, processing requests to sublet, reviewing certified payrolls, managing change orders, and attending weekly construction meetings.
