Description
King County is requesting final proposals for Heavy Civil Construction Management (GC/CM) Services for the Mouth of Duwamish Combined Sewer Overflow (MDCSO) Chelan Wet Weather Storage Project. This project involves the construction of a new 7-million gallon below-grade combined sewer overflow (CSO) storage tank, a diversion structure, demolition and replacement of an existing regulator station, and installation of influent conveyance piping. The project also includes managing potential demolition of an existing industrial site and modifications to existing utilities. The project aims for Envision Platinum Certification and will involve extensive preconstruction services, including detailed planning, scheduling, cost estimating, risk management, and constructability reviews, with an estimated preconstruction contract price of $5,000,000 and an estimated construction contract price of $442,180,000. Key activities during the preconstruction phase include collaborating with the design team, performing transparent open-book cost estimating, developing construction schedules, and identifying opportunities for value engineering and risk mitigation. The GC/CM contractor will also be responsible for developing subcontracting plans, managing permitting and approvals, and coordinating real property acquisition. The project is subject to a consent decree deadline of December 31, 2034, for construction completion.
