Description
The Joint Meeting of Essex and Union Counties is soliciting qualification statements from law firms or organizations experienced in labor and employment counsel. The scope includes personnel-policy review and advice; representation before disciplinary hearing officers, labor-relations and civil-service bodies, administrative law forums, and the Equal Employment Opportunity Commission; internal major disciplinary hearings and certain grievances; collective bargaining agreement review, interpretation, and negotiation support; employment-law training; attendance at requested meetings; and monthly status reporting. Services will be commissioned on an as-needed basis, with no guaranteed level of work. Respondents must demonstrate professional, administrative, and financial capability; relevant experience and references; key personnel qualifications; understanding of the Joint Meeting’s needs; applicable licensing; organizational and ownership information; affirmative-action compliance; and any anticipated subcontracting. The qualification statement must include an executive summary, executed Letter of Qualification, executed Letter of Intent, and the other information and certifications specified in the RFQ.
