Description
The Defense Health Agency, in support of the White House Medical Unit, seeks two Lumenis BE Stellar M22 multi-application laser/IPL platforms or equal products. The systems must support dermatological treatments including cutaneous, vascular, pigmented-lesion, acne, and skin-resurfacing applications, with specified optical wavelengths, interchangeable filters, pulsing and fluence controls, sapphire lightguides and cooling, treatment presets, safety interlocks, treatment libraries, real-time energy monitoring, shot counters, and exportable treatment logs. Equal products must be supported by technical documentation, engineering specifications, descriptive literature, and an itemized compliance matrix addressing every salient characteristic. The base equipment includes manufacturer warranty, shipping to destination, professional installation, and on-site training with competency sign-offs and checklists. The solicitation also includes two one-year options for a Lumenis BE Platinum Service Plan covering preventive and corrective maintenance, service calls, labor, travel, OEM spare parts, laser tubes, handpieces, and laser cavities. Quotes must include active SBA VetCert SDVOSB certification under NAICS 334510, comply with the Nonmanufacturer Rule, and provide a current Lumenis Be, Inc. authorization letter confirming reseller status, genuine OEM parts, factory warranty, and OEM-certified service support. Award will be made using a lowest-price technically acceptable evaluation.
