The State of Hawaii, Department of Land and Natural Resources (DLNR), Division of State Parks (DSP) is issuing an Invitation for Bids (IFB) for a Mobile Food Truck (MFT) Concession Agreement to operate a food truck at Wailoa River State Recreation Area in Waiakea, South Hilo, Island of Hawai`i. The concession term is 36 months. The successful bidder will pay monthly the greater of the winning bid amount or 6% of gross receipts, with a minimum monthly rent of $500. The mobile food truck must not exceed 26 feet in length. Items for sale primarily include food and non-alcoholic beverages in plastic-free containers; alcoholic beverages are prohibited. Bidders must first submit a Notice of Intention to Bid and a Qualifications Questionnaire to be deemed qualified, then submit a sealed bid proposal with a bid deposit. The bid deposit is calculated as 5% of the total bid amount (monthly rent x 36 months), with a minimum of $2,500 plus 2% of the amount over $50,000 for bids exceeding $50,000. The contract requires the concessionaire to obtain various insurance policies, including general liability, workers' compensation, and pollution liability, and to provide a performance bond equal to two times the monthly concession rent. The concessionaire must also comply with all applicable laws, including food safety regulations and the Hawai`i County Plastic Disposable Foodware Ban Ordinance.
