Description
The USDA is soliciting a firm-fixed-price quotation for replacement of the entire greenhouse roof at the Hilo Repository. The contractor must remove the existing roofing on both roof sides, approximately 37 feet by 18 feet per side, and install full sheets of 8mm opaque twin-wall polycarbonate greenhouse panels, including new stainless-steel roof screws and hardware. The quotation must include all labor, equipment, materials, permits, inspections, disposal, cleanup, and coordination needed to protect the existing greenhouse structure, equipment, utilities, plants, research materials, and surrounding work areas. The work includes elevated-height construction, safety planning, material submittals, quality control, and compliance with applicable federal, state, and local codes and construction wage requirements. Quotations will be evaluated using a lowest-price-technically-acceptable approach, with technical acceptability based on relevant specialty-roofing experience and the completed Experience Questionnaire. A single firm-fixed-price purchase order is anticipated, with a 90-calendar-day performance period after receipt of the Notice to Proceed. Performance and payment bonds are required, and the acquisition is a total small-business set-aside.
