Trails Utah is requesting proposals from qualified recreational trail planning consultants to develop a comprehensive, phased master plan for a non-motorized, multi-use trail system serving hikers, mountain bikers, trail runners, and, where feasible, winter users such as Nordic skiers, snowshoers, and fat bikers. The planning area includes the Tushar Peaks and Puffer Lake area, existing motorized routes, trailheads, access points, roads, private property, county lands, and National Forest System lands. The plan must evaluate existing conditions and motorized routes; address sustainable trail alignments, wildlife, wetlands, riparian areas, cultural and environmental resources, wildfire impacts, signage, wayfinding, parking, permitting, and NEPA coordination; and establish a phased implementation, cost, management, and maintenance strategy. The selected consultant will facilitate coordination among Trails Utah, Eagle Point Resort, Beaver County, the Fishlake National Forest Beaver Ranger District, and a private landowner. The plan should prioritize Adaptive/Accessible trail access, with a goal that at least 50% of the overall trail system be purpose-built or adapted for adaptive mobility devices. Proposals are limited to 10 pages excluding the cover page and resumes/references and must include qualifications, project approach, personnel, relevant project references, timeline, and phase-by-phase pricing. The confirmed not-to-exceed budget is $130,000, and the anticipated planning period is approximately two years.
