Description
The City of Cambridge is seeking a qualified developer-builder or development team to provide private or bank financing and construct affordable, for-sale single-family housing on publicly owned land in the Pine Street Historic District. The project includes four 1.5- to 2-story single-family homes on School House Lane, eight homes on Chesapeake Court, and six cottage-style homes for seniors with ADA-accessible ramps. Amendment 1 removes quads, apartments, and rental units from consideration; proposals should instead address single-family homes in Sections I and II. Respondents may bid on separate sections or the project as a whole. The developer must create rear alley access and parking, install one street tree per lot, incorporate sustainable and Energy Star features, and establish an HOA or management arrangement for common-area maintenance, stormwater management, trash collection, and related services. Homes must be made available to households at or below 80% of area median income. The city may use program income and UPLIFT funding to provide builder incentives and offset preconstruction costs, while the developer must demonstrate financing capacity, relevant affordable-housing and neighborhood-revitalization experience, community-engagement capability, and the ability to begin work in calendar year 2027. Proposals require qualifications, financial and legal information, financing letters, references, and a conceptual approach; a mandatory in-person pre-bid construction meeting is required to bid.
