Description
The City of Golden Valley Housing and Redevelopment Authority is soliciting proposals from qualified developers to develop an affordable, owner-occupied single-family home on a city-owned lot at 4707 Circle Down. The proposed home must complement the surrounding neighborhood and comply with the R-1 zoning, setback, lot-coverage, height, side-wall articulation, utility, stormwater, tree-removal, and inflow-and-infiltration requirements described in the solicitation. The developer must provide at least four additional soil borings and a boring report, follow the Minnesota Housing Impact Fund grant manual and Green Communities manual, and address applicable permitting and engineering requirements. The proposal must include a cover page, cover letter, and project summary addressing the proposed home design, site plan and tree plan, exterior renderings, construction timeline, outreach and engagement, development and affordability gaps, project pro forma, funding resources, sales-price and income restrictions, and methods for preserving long-term affordability and building homeowner equity. The anticipated project timeline is 18 months, and the typical Impact Funds value-gap subsidy is $135,000 per unit. The selected developer will be expected to obtain required permits before closing, begin construction within 14 days after closing, complete the foundation within 12 months of construction commencement, and complete construction and site improvements within 18 months of commencement.
