Description
The Port Authority of New York and New Jersey is seeking multiple master agreements for general construction services performed through work orders supporting the AirTrain Newark replacement project. The opportunity covers broad construction and infrastructure activities associated with an elevated automated people mover, including demolition, site work, abatement, staging, drainage, foundations, structural steel, concrete, plumbing, HVAC, electrical and communications, fire protection, elevators and escalators, masonry, roofing, utility relocations, testing, paving, signage, traffic maintenance, and temporary structures. Firms may qualify for Range A, covering work orders up to $2.5 million, or Range B, covering work orders from $2.5 million to $20 million. The Authority estimates total work across all work orders at $50 million to $65 million and anticipates a seven-year master-agreement term with two one-year extension options. Range A is reserved for local Port Authority-certified minority- and women-owned business enterprises, while Range B is open to all firms. Required submission materials include qualification forms, experience and staff narratives, safety and financial information, an experience modification rate letter, bonding-capacity documentation for Range B, and required licenses and certifications. Submissions are due through the Bonfire portal on December 31, 2030, at 2:00 p.m. Eastern Time.
