The Delaware Department of Natural Resources and Environmental Control (DNREC) has issued a public notice of a draft National Pollutant Discharge Elimination System (NPDES) Pesticide General Permit (PGP) for point source discharges from the application of pesticides to waters of the state. The permit covers four use patterns: mosquito and other flying insect pest control, weed and algae pest control, animal pest control, and forest canopy pest control. Operators exceeding annual treatment thresholds must submit a Notice of Intent (NOI), develop a Pesticide Discharge Management Plan (PDMP), and submit annual reports. The permit includes requirements for best management practices, corrective actions, adverse incident reporting, and recordkeeping. The public comment period is open.
