Description
Tuolumne County Air Pollution Control District seeks a qualified consultant to provide technical air quality support on an as-needed basis. The scope includes permit application processing, regulatory applicability and emissions analyses, health-risk evaluations, engineering evaluations, permit development, public-noticing support, completeness determinations, CEQA air quality review, rule interpretation and development, and assistance with Federal Operating Permit applications. The contractor will also support the AB 2588 Air Toxics “Hot Spots” Program through facility data collection, toxic air contaminant emissions calculations, prioritization-score development, implementation support, procedures and template development, training, and assistance with the CARB HARP database. Proposers must demonstrate at least five years of relevant experience serving California air districts or other governmental air quality regulatory agencies. The proposal must include an approach and implementation plan, company information, personnel qualifications, disclosures, experience and at least three comparable references from the past five years, and a fee schedule. The initial contract term is 12 months, with a possible mutually agreed 12-month extension.
