Description
Los Angeles County Public Works is seeking qualified firms to provide on-call environmental compliance services for infrastructure projects, including roadway improvements, flood control, stormwater quality, waterworks, sanitary sewer, airport, and bikeway projects. Services span environmental documentation and technical studies under CEQA and NEPA; regulatory permit preparation; construction-phase permit compliance, surveys, monitoring, and reporting; and mitigation and habitat-restoration planning and oversight. Contractors must be able to support concurrent projects, meet regulatory and funding deadlines, and mobilize qualified biologists within 48 hours for time-sensitive surveys. Physical restoration and construction work, including physical species relocation and installation or maintenance of protective measures, is assigned to qualified contractors or specialists rather than the consultant. The County intends to select five firms for on-call contracts, with work assigned through task orders. The aggregate program ceiling is $20 million, but the County does not guarantee that any amount will be allocated to a selected firm. The initial contract term is three years, with up to two one-year extensions. The initial proposal is qualifications-based; cost proposals will be requested later from firms recommended for award, after Caltrans completes its financial document review. Proposals must include the required business proposal sections and forms, including project experience, personnel qualifications, references, a work plan, and a quality control plan.
