Description

Barrow County is soliciting sealed, qualification-based proposals from a qualified contractor to operate and maintain the Barber Creek and Tanners Bridge Wastewater Treatment Facilities, including the Land Application Facility. The scope includes licensed wastewater operator staffing, seven-day-per-week operations, process monitoring, sampling and laboratory work, preventive and corrective maintenance, emergency response, regulatory reporting, QA/QC, septage monitoring, sludge dewatering and hauling coordination, groundskeeping, budgeting, operational records, and coordination with outside technicians. The vendor must provide vehicles, hand tools, light power equipment, personnel, routine facility and grounds maintenance, and approved emergency overtime support. The proposal must include a completed Proposal Form with fee schedule, executive summary or letter of introduction, environmental compliance record, disclosures of relevant civil or criminal penalties from the preceding five years, an independence statement regarding wastewater equipment vendors, a Non-Collusion Affidavit, qualifications and comparable experience, prior-performance information, team members and resumes, three wastewater plant operation references using the provided reference form, optional relevant information, an executed Professional Services Agreement, and a separate sealed confidential financial statement containing the most current balance sheet, income statement, and cash flow statement. The proposal is limited to 30 single-sided pages, excluding the Non-Collusion Affidavit and Executed Agreement. The selected contractor must meet the insurance requirements in the Professional Services Agreement, including $1 million commercial general liability, $1 million automobile liability, $1 million professional liability, Georgia-required workers' compensation with $1 million employers' liability, valuable papers coverage sufficient to restore project records, and $5 million commercial umbrella liability coverage. The initial agreement ends January 30, 2028, with up to two additional three-year extensions subject to satisfactory performance and funding availability.
