Description
The Town of Fairfield is soliciting proposals from qualified consultants to provide professional engineering and permitting services for a watercourse dredging project. The scope includes validating existing survey, depth, and sediment data; identifying and preparing local, state, and federal permit requirements; coordinating with affected homeowners and preparing easement exhibits; and developing a formal dredging, in-stream preparation, and in-kind restoration plan addressing dredge limits, target elevations, debris and vegetation removal, staging and dewatering areas, and maintenance of flow. The consultant must also refine sediment calculations into construction bid items, prepare an opinion of probable construction cost with a risk-based contingency, and provide standardized cost and rate tables and a staffing matrix. The work is to be performed on a not-to-exceed basis, with phased authorization, deliverable-based billing, and required progress and budget reporting. Proposals must include relevant project experience, qualifications and key personnel, subconsultant information, value-engineering examples, permitting experience, references, and the completed pricing proposal form.
