Description

The Port of Oakland is soliciting professional services to implement a two-phase Groundwater Investigation Work Plan for the contaminated Embarcadero Cove site. Phase 1 includes a tidal study, 11 bayside direct-push borings, five inland borings near well W-21, soil and groundwater sampling, and evaluation of barrier-wall performance and contamination extent. Phase 2 includes multimedia-cap integrity assessment and repair, monitoring-well repair, redevelopment, abandonment or replacement, installation of up to six new bayside monitoring wells, a cap and well survey, and groundwater monitoring. Addendum No. 1 confirms that proposers should price six new wells, replacement of six existing wells, four inland step-out borings, cap repairs at four locations, sampling of 16 wells, all held-sample analyses, and investigation-derived-waste characterization, profiling, transportation, and disposal. Work will be authorized through Technical Service Orders, with Phase 2 requiring review and approval of the Phase 1 report before commencement. The selected consultant must provide qualified personnel, equipment, materials, permits, licenses, reporting, and regulatory coordination. Well drilling, cap or liner repair, and surveying are subject to prevailing wage, certified payroll, and DIR registration; sample collection and report writing are not. Required qualifications include at least five years of relevant experience, California authorization to conduct business, a California C-57 drilling license, a California-licensed Professional Geologist, and a California-licensed Professional Surveyor, with specified licenses permitted to be held by qualified subcontractors. Deliverables include investigation reports, data evaluation, laboratory and validation documentation, boring logs, well-construction diagrams, and responses to regulatory comments. The contract is intended to have a three-year term with two one-year options, for a maximum five-year period.
