CITY OF LYNNWOOD Request for Qualifications RFQ 4129 On-Call Architectural & Engineering Consultant Services PROPOSALS DUE: Friday, September 18, 2026, at 3:00 p.m., EXACTLY, Pacific Local Time Public notice is hereby given that the City of Lynnwood, Washington has issued the above solicitation for the On-Call Architectural & Engineering Consultant Services. Detailed information and the proposal documents are available at https://secure.procurenow.com/portal/lynnwoodwa?status=all, the City of Lynnwoods designated electronic bidding platform with OpenGov (formally ProcureNow). Interested firms or individuals must complete a FREE registration prior to downloading or submitting an electronic response. The City of Lynnwood assures that no person shall on the grounds of race, color, national origin, or sex as provided by Title VI of the Civil Rights Act of 1964, as amended, and the Civil Rights Restoration Act 1987 (P.L. 100.259), be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any City sponsored program or activity. The City further assures every effort will be made to ensure nondiscrimination in all of its programs and activities, whether those programs and activities are federally funded or not. Description
The City of Lynnwood is seeking experienced consulting teams to establish an on-call roster for permitting and inspection, development engineering, current and long-range planning, critical-area permit review, and economic development services. Work will be issued individually through task orders at the City's discretion. Services may include building and civil plan review, field inspections, land-use entitlement analysis, planning-policy and data support, third-party critical-area peer review, public outreach, and economic-development analysis. Firms may submit for any combination of the listed services, including permitting and inspection, development engineering, current planning, long-range planning, critical-area review, and economic development. Proposals must be submitted electronically through OpenGov and include the required response form, current IRS W-9, Certificate of Lobbying, non-collusion confirmation, compliance with contract terms and conditions, and a proposal addressing the firm's qualifications, organization, key personnel, project team, and relevant experience. The proposal must include at least three similar municipal on-call service examples for each proposed sub-service, with client contacts and project details. The contract amount is not to exceed $95,000, and proposals must remain effective for 90 days after the due date. Insurance documentation is required within five days after contract notification rather than with the proposal.
