Description
The Denver Regional Council of Governments is soliciting proposals from individuals, firms, and teams with experience operating vanpool programs. The selected contractor will furnish, insure, repair, and maintain vehicles; administer the fleet; establish driver criteria and process applications; provide customer service; collect unsubsidized fares; complete National Transit Database reporting; and coordinate marketing and outreach using the Way to Go brand. The contractor must also provide recurring vanpool activity, fleet, administrative, sales, and mileage reports. The program currently has 116 active vanpools and is expected to grow approximately 3% to 5% annually. The contractor will manage vehicle availability and ADA compliance, fare structures, customer service, marketing, reporting, project management, and financial risk. The initial contract term runs from January 1, 2027, through December 31, 2027, with four additional one-year renewal options. The September 8, 2026, question-and-answer document states that there is no DBE goal for this contract, that proposed co-branded marketing may be included if funded by the provider, and that the agency's sample contract provisions are largely non-negotiable.
