Description
The Massachusetts Port Authority is requesting expressions of interest from entities interested in partnering to develop, finance, own, maintain, and operate new or enhanced high-occupancy vehicle transportation services to and from Boston-Logan International Airport. Proposed services must use a vehicle carrying at least 15 passengers as the primary transportation mode and/or provide a feeder system for an existing HOV service. Eligible concepts may include scheduled or on-call bus service, shared-ride van service, mobility-as-a-service platforms, route extensions, and feeder services to existing Logan Express facilities. Responses should describe the proposed route or service, stops, facilities and parking, schedules and headways, vehicles and fuel type, ADA compliance, permits, ridership projections, operating and management plans, technology, staffing, safety procedures, community engagement, financial model, funding, fares, and operating costs. Respondents must submit an EOI in PDF format, limited to 20 pages, with additional appendices permitted and the required Form B-1 financial pro forma. The Form B-1 pro forma covers projected revenues, ridership, passenger fees, other income, operating expenses, equipment amortization, total expenses, and net income for Years 1 through 10. The process does not establish a guaranteed contract award.
