Description
Los Angeles County Public Works is seeking bids for continued community shuttle services serving the unincorporated Willowbrook area, including King Medical Center and routes connecting residents with medical facilities, shopping centers, Metro Rail stations, schools, senior services, libraries, recreation areas, and other community destinations. The contractor must provide vehicle operators, supervision, dispatching, maintenance personnel, facilities, equipment, supplies, training, safety programs, reporting, fare collection, maintenance and repair of County- and contractor-provided transit vehicles, ADA-compliant vehicles, wheelchair lifts or ramps, specified fixed routes and schedules, vehicle communications, emergency response, preventive maintenance, and transit security planning. Subcontracting is prohibited for several mandatory experience and staffing requirements, and the contractor must meet specified alternative-fuel transit experience, licensing, inspection, certification, and vehicle requirements. The potential maximum contract term is seven years: an initial three-year term followed by two optional two-year renewals. The total annual contract amount is estimated at $1.7 million. The County has established a collective 25 percent Community Business Enterprise participation goal, and the Living Wage Ordinance applies. Bids are evaluated through a pass/fail review of mandatory requirements followed by price-based scoring. The revised bid deadline is September 16, 2026, at 8:30 p.m. EDT.
