Description
Imperial Irrigation District is soliciting proposals for a master agreement covering construction services for its Protection Relays Replacement Program. The contractor will furnish labor, supervision, equipment, transportation, tools, and related services to replace and commission protection relays on transmission lines, distribution feeders, and substation protection systems. Work may include modifying existing protection schemes, terminating control cables, constructing and commissioning new protection equipment, testing circuits, removing debris, and managing job sites. Relay testing must use RTS software, and work will be performed under coordinated outages at IID facilities. IID will generally furnish construction materials and issue work through job packages. The contractor must prepare not-to-exceed quotations for assigned packages, provide standard relay-replacement pricing and detailed cost proposals for sample packages, and submit project schedules, progress reports, test results, RTS databases, and as-built documentation. The response requires the provided response forms, technical methodology, project organization and personnel information, experience and references, schedules, cost proposals, cyber-risk questionnaire, bonding-capacity letter, applicable certifications, and other required certifications and acknowledgments. The resulting contract is expected to span approximately 36 months and is subject to prevailing-wage, licensing, safety, insurance, bonding, project-labor-agreement, and NERC CIP-013 requirements.
