The City is seeking a qualified operator to lease the property for aeronautical uses, subject to the terms of the Citys standard Airport Ground Lease with a minimum contract term of five (5) years. Proposals are due by 4:00 pm, Arizona time, on Tuesday, November 17, 2026. The City may reject any proposal not in compliance with all of the prescribed solicitation procedures and requirements contained herein. The City also reserves the right to reject any proposal when cancellation is in the best interest of the City. Qualified firms must have experience in managing an aeronautical business with the ability to construct hangars, warehouses, and building that serve aeronautical operations. The proposer must comply with all Federal, State, and Local rules and regulations.. Proposers wishing to submit questions regarding this RFP must do so by 4:00 pm, Arizona time, on Monday, November 2, 2026. Questions must be submitted through the procurement portal. The City of Kingman is soliciting proposals from qualified entities to lease approximately 53,966 square feet at Kingman Municipal Airport for primarily aeronautical uses. The selected lessee must design, permit, finance, and construct a new hangar and related improvements at its own expense, obtain required City, county, and Federal Aviation Administration approvals, and operate and maintain the premises in compliance with airport standards and applicable laws. Non-aeronautical uses require specific City and FAA authorization. Proposals must describe the intended operations, proposed hangar and development plan, capital investment, schedule, environmental and safety approach, financial capability, experience, references, and proposed rent and lease term. The initial lease term will be negotiated based on the value of capital improvements, with a minimum of five years and a maximum of 50 years; renewal options may be available. The solicitation also requires specified insurance coverage, including commercial general liability, automobile liability, workers' compensation, and applicable aircraft and environmental liability coverage.
