Description
The City of Vernon is seeking proposals from proponents working independently or in partnership to lease and develop one or both available airside parcels at Vernon Regional Airport. Eligible concepts may include aircraft hangars, commercial aviation services, aircraft maintenance, repair or overhaul, flight training, aviation-related education, emergency-response or medevac services, and aviation-related storage, logistics, or support activities. Proposals should demonstrate aviation-related benefits, financial viability, compatibility with airport users and operations, economic development impact, and broader community value. The procurement uses a staged process. Stage I requires a high-level concept proposal addressing the proponent, development concept and airport land-use fit, business concept and community benefit, existing airport tenancy and investment, collaboration with airport users, and experience and preliminary operating capability. Up to five top-ranked proponents for each opportunity may be invited to Stage II to submit a detailed development proposal and business plan covering site planning, operations, economic impact, financial capacity, construction, regulatory feasibility, collaboration, and risk. The selected proponent will negotiate a direct airport land lease of up to 30 years; planning and development must commence within four months of the signed lease, and construction is expected to be completed within 18 months unless otherwise agreed.
