Description
The City of Bangor is requesting qualifications from consulting firms to provide comprehensive planning services for development projects at Bangor International Airport. Potential assignments include master plan, airport layout plan, pavement classification, obstruction analysis, aeronautical survey, environmental, land-use, feasibility, access, terminal, drainage, rates and charges, lease, and disadvantaged business enterprise planning studies. Services are expected to take projects from inception through completion, including FAA coordination, project administration, and planning efforts for federally funded projects. The submission must demonstrate firm and subconsultant qualifications, relevant airport project experience, project examples, three similar-project references from the past five years, staff availability, organizational structure, and the ability to address project challenges and schedules. The qualifications statement is limited to 15 pages, with an additional supporting-information section limited to one page. The selected firm will negotiate compensation after qualifications-based selection; no cost proposal is requested with the initial submission. Required compliance materials include the Tax Delinquency and Felony Conviction Certification Form and DBE participation or good-faith-effort documentation. Insurance requirements include workers' compensation, employer's liability, automobile liability, commercial general liability, and professional liability coverage.
