Description
The City of Blairsville is seeking qualified, currently Georgia Department of Transportation-prequalified consultants for two related but separate scopes: aviation planning and airport engineering. Planning services include master planning, forecasting, environmental assessments, regulatory compliance, funding applications, Capital Improvement Plan documents, Airport Layout Plan and property-line-map updates, facility and infrastructure inspections, pavement-condition assessments, and program support. Engineering services include civil and electrical design, construction administration and observation, runway, taxiway, apron, lighting, AWOS, perimeter-fencing, land-acquisition, and corporate-hangar sitework projects identified in the airport's 2027–2031 Capital Improvement Plan. The City intends to establish a five-year Master Agreement under which individual task orders will be negotiated. Respondents must submit qualifications-based statements, not pricing, and must meet the applicable GDOT prequalification requirements. The engineering scope requires Area Classes 2.09, 8.02, and 2.09b; the planning scope requires Area Class 1.08. Each scope requires a separate Statement of Qualifications if a firm responds to both. The engineering solicitation also requires compliance with applicable FAA, federal, state, and Disadvantaged Business Enterprise requirements and requests team information, organizational structure, key-personnel resumes, relevant airport experience, office proximity, references for at least three current airport clients, regulatory familiarity, workload, and related qualifications.
