Description
The City of Carson is seeking a professional video production firm to conceptualize, produce, and deliver a broadcast-quality State of the City video of approximately 20 minutes or less. The production will feature cinematic storytelling, professional cinematography, interviews with approximately 18 participants across 14 departments, a prerecorded mayoral speech, new footage, custom graphics, motion graphics, visual effects as appropriate to the concept, professional sound, music licensing, captions, and social-media cutdowns in 15-, 30-, and 60-second formats. A 30-second trailer is also required. The final video must be suitable for event display, web streaming, and archival storage in 4K at 30 fps, with editable project files and original camera media delivered to the City. The consultant is responsible for concept development, production planning, scripting consultation, filming locations, talent, permits, aerial-videography authorizations, equipment, and production resources. The City will provide access to filming locations and certain brand assets, while the consultant should assume that new footage and graphics are required. Each deliverable must include at least four rounds of revisions at no additional cost before final acceptance. The City has stated an $80,000 budget ceiling, with cost weighted at 15 points in the evaluation, and anticipates a single contract award. The contract runs from execution through final acceptance of all deliverables.
