Description
The Commonwealth of Pennsylvania, through the Pennsylvania Department of Transportation (PennDOT), seeks a vendor for a Digital Video Network consisting of flat-screen televisions and associated hardware, software, networking, programming, installation, configuration, support, maintenance, and repair. The system will display targeted and customized customer content, including real-time traffic information, traffic-camera feeds, weather, Amber Alerts, public-service messages, agency announcements, and advertising subject to PennDOT approval. The solution must support integration with PennDOT queuing systems, including Q-Matic, and provide closed-captioning capability. The project begins with a pilot site, followed by a statewide rollout to approximately 103 Driver License Centers and Photo License Centers, including PennDOT's main counter-service area in Harrisburg, if the pilot is successful. The vendor must perform site analysis, equipment layout and installation, content creation and approval, customer-satisfaction evaluations, staff training, ongoing network monitoring and maintenance, service-call response within 24 hours, quarterly progress reporting, monthly revenue reporting, and a final report. The proposal must address accessibility, security, hosting, disaster recovery, emergency preparedness, technical support, release management, reporting, and subcontracting. The selected offeror must perform at least 50% of the total contract value and may not subcontract or outsource work without Commonwealth approval. The contract is a no-fee agreement with a two-year initial term and up to three additional one-year renewals.
