Description
The Brownsville Public Utilities Board seeks a qualified consultant to develop, implement, administer, and support a comprehensive pole attachment program. Work includes wireline and wireless attachment and joint-use agreements; technical standards and application workflows; systemwide pole surveys and data validation; identification and enforcement of unauthorized or noncompliant attachments; make-ready coordination; rate calculations, billing, and cost recovery; and integration of records and survey data with the utility’s existing GIS environment. The consultant may also provide ongoing administrative support, technology recommendations, training, and process-transition assistance, while the utility retains oversight and final policy, engineering, and enforcement decisions. Proposals must include a detailed work plan and schedule, firm and personnel qualifications, at least three comparable engagements completed or substantially performed within the last five years, a cost proposal using the provided schedule, and the required forms and certifications. The contract is expected to cover the time needed to complete the project, with two optional one-year renewals. The selected firm must have at least five years of experience in the public utilities sector and maintain professional errors and omissions liability insurance of at least $1 million annual aggregate.
