Description
The City of Brownsville seeks Statements of Qualifications from qualified consulting firms to establish a pool of up to seven firms under a three-year, on-call Master Service Agreement, with two additional one-year renewal periods. Services will be issued through task orders and may include traffic engineering studies and operational analyses; traffic signal warrants, design, timing, and optimization; traffic data collection; speed and roadway safety studies; school-zone evaluations; sidewalk, ADA, and multimodal transportation design; ITS and Traffic Management Center planning and design; electrical engineering for signals, street lighting, and ITS infrastructure; subsurface utility engineering; environmental and TxDOT/FHWA compliance; plans, specifications, and estimates; construction administration and engineering support; grant application support; and transportation planning. Respondents must demonstrate at least five years of relevant experience and at least three qualifying projects or task orders completed within the five years preceding submission. An active Texas engineering-firm registration and a current Texas-licensed Professional Engineer are required. The SOQ must be qualifications-based and must not include pricing. Required submissions include Chapters 1 through 5, City-issued forms, a sample or specimen ACORD certificate of liability insurance or an insurance-agent letter, and supporting qualifications information. The opportunity may involve federal, state, or local funding requirements on individual task orders.
