Description
The Brownsville Public Utilities Board is soliciting a laboratory for on-demand quantitative analysis of potable and source water, domestic and industrial wastewater, storm water, recycled water, oil, soil, and sludge. Required analyses cover metals, minerals, organics, pesticides, volatile and semivolatile compounds, PCBs, petroleum hydrocarbons, cyanide, nutrients, solids, toxicity characteristics, and other regulatory parameters across multiple utility facilities and monitoring programs. The contractor must perform analyses under applicable EPA and TCEQ methods, meet specified detection and reporting limits, maintain quality assurance and quality control consistent with 40 CFR Part 136 and current TNI standards, provide sample containers, preservatives, shipping materials, chain-of-custody forms, and shipping, and support electronic sample tracking. Reports are due within 14 days of sample receipt and must include analytical methods, detection levels, quality-control results, chain-of-custody information, sample details, analyst information, calibration and preparation records, reporting units, signatures, and exceedance indicators. The successful vendor must maintain a business office within 75 miles of Brownsville, Texas, and provide proof of TNI accreditation by TCEQ with its proposal.
