Description
SUNY Brockport is seeking a qualified firm to provide Connected Television media planning, buying, placement, optimization, and performance reporting services for student recruitment and brand-awareness initiatives. The contractor will develop and execute targeted campaigns through streaming television platforms, including audience targeting, media strategy, inventory acquisition, campaign deployment, optimization, analytics, attribution reporting, and recommendations for future improvements. Complementary paid channels, including paid social, programmatic display, and streaming audio, are also in scope as part of an integrated CTV-anchored strategy. The contractor is responsible for recommending and selecting appropriate publishers and inventory, supplying and owning an ad server, and including ad-serving, verification, and platform/data fees in the all-inclusive flat fee. SUNY Brockport will provide creative content. The anticipated media budget is $50,000 to $200,000 annually, including agency fees, for each of the first three years. The agreement is anticipated to begin on or about January 1, 2027, and continue through December 31, 2029, with two optional one-year renewals subject to SUNY and New York State approvals. The contractor must prepay media costs, with standard payment terms of Net 30, and provide at least one certified employee assigned to the account. The solicitation requires strict pass/fail qualifications, including three CTV clients within the past 36 months and two higher-education client recommendations. Campaign activity is expected to include one or two primary flights, such as fall and spring, with the potential for one or two additions, and up to four initiatives per year.
