Description
The City of Rochester is soliciting a contractor for a unit-price construction project replacing existing lead, lead-lined, and galvanized residential water services with polyethylene, cross-linked polyethylene, or copper service lines. Work includes water-main taps and connections, service saddles, corporation stops, curb stops and boxes, connections to interior service lines, water-meter replacement or reinstallation, service-line flushing, excavation, traffic control, and restoration of pavement, sidewalks, driveways, lawns, and other disturbed surfaces across various Rochester streets. The base bid includes 928 services, with two bid alternates. The contract will be awarded to the lowest responsible bidder under the stated alternate-priority process. Required materials include the completed bid proposal and supporting certifications, a 5% bid bond, DBE Utilization Plan, apprenticeship documentation when applicable, workforce-goals certification, EFC certifications, contractor information, and New York State Department of Labor contractor-registry documentation. The project has a 20% DBE goal, 20% minority workforce goal, 6.9% female workforce goal, and a minimum 20% self-performance requirement. Performance and labor-and-material payment bonds are each required at 100% of the contract amount. A pre-bid conference is recommended, and questions are due September 16, 2026, at 10:00 a.m. Eastern time.
