Description
The City of Irvine is soliciting bids for the installation of 600 certified Connector Pipe Screen (CPS) stormwater treatment devices at catch basin locations throughout the city. The work includes furnishing labor, supervision, equipment, materials, supplies, transportation, traffic control, stormwater pollution-prevention measures, confined-space safety compliance, installation reporting, and disposal of litter or debris. CPS units must be certified full-capture systems approved by the State Water Resources Control Board and appropriately sized for each catch basin. The contractor must possess a valid California Class A general engineering contractor license and comply with prevailing-wage, Department of Industrial Relations registration, and applicable public-works requirements. The solicitation includes three base installation categories totaling 600 units, plus an additive item for as-needed cleaning of 600 catch basins. Work is issued through work orders and must be completed by June 30, 2027. Bidders must submit manufacturer product specifications for the proposed CPS units, and the apparent low bidder's products will undergo a post-bid compliance review. The contractor must provide a 10% bid bond and, if awarded, 100% payment and performance bonds, along with specified general liability, automobile liability, and workers' compensation insurance.
