Description
Buncombe County is soliciting proposals from one or more vendors to provide emergency support services during emergency operations and Mass Care activations. Vendors may propose all or selected service categories and must be able to provide surge capacity across up to three shelter sites, typically serving at least 50 residents per site. Requested services include social work wraparound support and referrals, shelter demobilization and resident transition planning, in-shelter behavioral support and de-escalation, clinical and crisis-response services for residents and staff, and staff wellness and critical-incident support. Vendors must demonstrate relevant experience, experience serving vulnerable populations, rapid staffing capability, FEMA-compliant documentation and timekeeping, and required training in crisis intervention, trauma-informed care, de-escalation, and emotional co-regulation. Proposals must include hourly pricing by staff classification, three relevant references, subcontractor information, vendor experience and qualifications, and documentation of required training. The initial contract term is one year and is activated only when the County activates an emergency shelter.
